Public Consultation

Voltalia’s first round of public consultation for the proposed Whiteminwhill Energy Park will take place between Monday 17th November 2025 and Monday 15th December 2025. During this time, we invite you to find out more about the proposed project and to provide your feedback.

We are holding two public consultation events during this time, where you can come along and meet with the project team, view our plans, ask questions and learn more about the studies we are undertaking:

  • Tuesday 25th November 2025 between 12pm and 5.30pm at the Barrhill Memorial Hall, Main Street, Barrhill, Girvan KA26 0PP
  • Wednesday 26th November 2025, between 3pm and 8pm at The Auld School Community Centre, Main Street, Pinwherry, KA26 0RN

All feedback must be received by 11.59pm on Monday 15th December 2025.

Comments received during public consultation will inform our proposals, ongoing technical assessments, and consultation with statutory stakeholders and the local authority. We will share how we’ve considered feedback in our plans at the next public consultation in 2026.

About the Project

Voltalia UK Ltd (‘Voltalia’) is proposing to develop Whiteminwhill Energy Park, located approximately 0.9km south of Barrhill in South Ayrshire, Scotland.

Voltalia submitted a Scoping Report to the Scottish Government’s Energy Consent Unit (ECU) in June 2025. The Report aims to present an initial overview of potential environmental receptors within the Site and vicinity of the Proposed Development, and to determine the likelihood of any significant effects on receptors caused by the Proposed Development. This allows the ECU and consultees to provide an informed opinion of the Proposed Development, as well as to provide advice and suggestions for the methodology of assessments included in, and the structure of, an EIA Report. A Scoping Opinion was received from the ECU in August 2025.

The site is located approximately 0.9km south of Barrhill in South Ayrshire, Scotland.

Overview of the Planning Process

Section 36 Consent

Proposals to construct, extend or operate an onshore electricity generating station with a capacity of over 50MW requires the consent of Scottish Ministers under section 36 of the Electricity Act 1989.

As the project is proposed to generate over 50MW, it will be subject to a Section 36 consent application submission to the Scottish Government’s Energy Consents Unit (ECU). Whether to grant consent or not for the project will be determined by Scottish Ministers.

Environmental Impact Assessment

An Environmental Impact Assessment (EIA) seeks to identify and assess the potential environmental impacts of a project. As the project falls under Schedule 2 of the Electricity Works (EIA) (Scotland) Regulations 2017, an EIA is required to be submitted as part of the application submission.

In June this year, we submitted a request for a Scoping Opinion to the Scottish Government’s Energy Consents Unit (ECU), with South Ayrshire Council acting as an important Statutory Consultee.

ECU’s feedback and ongoing discussion with stakeholders have provided us with specialist advice and suggestions for the methodology of our environmental assessments. We also want other stakeholders, including local residents and businesses to view our plans and provide their feedback.

These steps will then inform our EIA Report, which we will prepare and submit as part of the Section 36 consent application.
